The State of Maryland already has a law in effect that bans convicted felons from obtaining body armor without a license issued by the Maryland State Police no matter what the felony was.
Personally I think the law is bogus insofar as they have just as much right to protect themselves from attack just as any citizen does. And in all probability are more likely to be a victim of crime than the regular civilian.

In CA, felons can't possess body armor at all.
This would limit the threat level that non felon civilians could legally own.
