I am assuming this person is unfamiliar with the term vicarious liability nor was he conscience (or just didn't care) of his suroundings.
Now you say he didn't actually fire in the school area because his "gun jammed"... this means he TRIED to do so.
THANK GOD if that happened because it means this fool, and perhaps some kids, were saved from his stupidity and recklessnes by EQUIPMENT FAILURE.
Can you imagine if his gun DIDN'T jam and he hit some child or bystander? He'd be up on negligent homicide charges (or whatever the term in that state).

Crap, how many POLICE say, "get out of the car" and when the person doesn't, they just start firing into the car LOL. HOLY HELL.
