Out of State Bounty Hunters Arrested in MO

I found out while ago, these clowns are LEOs from MS. And clowns they are. I hope they throw the book at em. Not for the out of state thing. It is a law, that I dont agree with. I hope they fry for the way they handled the situation.

SIKESTON, MO (KFVS) - How would you feel if someone showed up at your house in the middle of the night demanding to come inside?

A Sikeston couple says they were not about to take a chance and open the door especially when the strangers would not identify themselves.

Now that couple wants their story heard that the people at the their door turned out to be bounty hunters from Mississippi.

The couple ended up being the wrong targets. Now those bounty hunters face charges themselves.

"We hear this bam, bam, bam at our back door!" said David Carnell.

That's how he says the most terrifying night of his life began, with a stranger banging at his door.

"I said who is it? He says I'm here for Lawrence Carnell. I say there's no Lawrence Carnell, I'm David Carnell, you've got the wrong house! What are you doing at my back door? He says open the door or I'm gonna kick it in!"

Carnell says he grabbed his gun and aimed it through the glass doors at the man outside.

"I saw my laser shine through, and all of a sudden I looked down and he's shining his laser back at me, at my chest. I jumped back, and then Jenny comes running down the hall."

"I come around the corner and the light shined on my chest," Jenny Carnell, Danny's wife said. "I was freaking out and jumped back."

The couple says thankfully no one opened fire. Instead, Jenny Carnell called 911.

"I felt like I was in a bad dream, it's not real," she said.

The couple eventually spotted a police car outside and opened the door.

"All of a sudden, a guy comes running up to me and says "Are you Lawrence Carnell?" I said I'm David Carnell, I told you who I was. Why are you at my back door at three in the morning? He says "We are bounty hunters, we have the right to believe you are harboring a fugitive.""

And here's the kicker: Carnell says the two men with the Tri-State Fugitive Apprehension Team even got the name of the fugitive wrong.

The warrant lists someone named Lawrence Butler, not Lawrence Carnell; and he's wanted on a misdemeanor charge.

"Ultimately bounty hunters have more power than law enforcement," said Sikeston Chief Drew Juden. "It's a big concern for us."

He says one of his officers escorted the bounty hunters to the Carnell's property line, but it turns out the Mississippi men didn't have the authority to take the action they did.

"They don't have any authority in the state unless they are licensed or unless they have a licensed agent with them in Missouri."

So should the bounty hunters have been allowed to go out there?

"I'm not sure if we have the right to restrict them." Chief Juden said.

Now, the bounty hunters face felony charges for acting without a license, but David Carnell says that's not enough.

Sounds like someone got a little too big for their britches

The one with the lazer on his gun is lucky to be alive. Hes damned lucky he didnt catch a load of buckshot. He would have at my house.

This is the reason that so many of us always make contact in the state we have a skip in. Yes, there are states that we can work in without any problems, bur it is so much easier to have a contact and work with a person there. My state has the "make my day law." If somebody comes breaking into my office or home, they will be met with a gun. This is good and bad, as it allows a person to defend themself if they feel threatened, but negates those that do their job correctly. If I am confronted by a person, and they are considerate and ask the proper questions after identifying themselves, they will get their answers. We all know that this isn't always the case, so we are at risk everytime we knock on a door.

For starters, whats the reasoning behind doing a tactical style hit at 3am, threatening to kick in a door and not identifying yourself over a misdemeanor? We all know there are much better ways that could have been handled. Just off the cuff, if the clowns in question would have been sleepin in a motel down the road at that hour, they could have gotten up early and caught someone leaving the house in the morning to either apprehend or question. One thing for sure, they wouldnt be facing the felonies they are facing now.

Thats just one option.

That is the kind of take down that is done only on a felony . . . IDIOTS they deserve to be prosecuted

This is the kind of takedown that is done if you have done your homework and know for a fact that your mark is in that house. Period. In MO that means you better have a visual. If that dumbazz had kicked the door as he threatened, and the guy wasnt there, hes looking at 1st Deg Buglary (Occupied Building), just for starters. I cant believe they arent charging these bastards with more than they are. These guys need to go down hard. Period.

One thing that really sucks, I have worked in Sikeston several times. LE has always been very helpful. Ive got a feeling new policies are on the way now and its going to make it harder on all of us.

Since the new laws came down in 2005, not many of these cases have come up. It appears that MO is serious about not letting out of state hunters work. I dont like that law. I think we should be able to work anywhere. At least I wish it was written like Arkansas law. Bondsmen should be able to chase their principal anywhere, even if BEAs are restricted. Its our money on the line. Bondsmen and BEAs shouldnt be lumped together on these laws.

This also goes to show you, you must be careful skirting iffy laws. LE actually escorted these guys to the house. They were breaking the law, and this law is clearly written unlike Georgia for example, but thought they were ok since LE was assisting. Goes to show you thats not always the case.

I thought that yalls law read pretty much like ours here . . . course I aint had reason to check.
I knew that some changes were scheduled to go into effect back in 05 . . . See that is why we have you guys up there.
