Is anyone familiar with Seneca Insurance Company? I just got off the phone with a bondsperson in WY and she was telling me about an agent that came in recently and writes for them.

According to her, he is being overly aggressive in soliciting bonds to the point of following a woman home from court and trying to force his way into her house to "discuss getting her husband out of jail." The agent that told me this says she has a letter from the woman stating this. This was after he got a letter about soliciting on state property, ie courthouse steps, etc.

In another instance, the guy revoked a female's bond because she wouldn't sleep with him. After another agent got her out this guy started stalking her to the point that her boyfriend confronted him. He said that he "just wanted to talk to her." There is also a letter about this.

He has also walked up to people in the jail that the agent I talked to was in the process of writing a bond for and told them that he would do it much cheaper if they would use him. Apparently he's writing a lot at 4-6%. I think WY is a 10% state.

The agent I spoke with plans to file these complaints with their Division of Insurance but would appreciate any assistance that might further the issue. It seems to me that I have read something about Seneca in one of these forums, but without looking through all of the posts I can't be sure.

I can get copies of the complaints if anyone could use them to help get this scum out of there. :twisted:

I do work for Seneca. The first thing that needs to be done is have them file a complaint with the licensing board in the state that this is happening in, next thing would be to find out who his Managing General Agent is and file a complaint. I would also file a complaint with the police where this is taking place. The last thing is when you have all your ducks in a row contact Seneca.

I used to write on Seneca paper meaning that I bailed people out of jail using their bonds. In other words, I was an agent for that surety.

The alleged behavior described may not be the acts of "Seneca" but rather its independent agents.

Rex,
You are right i'm sure it ihas nothing to do with(Seneca) thats why i posted them as a last thing to do. If no other information can be found Seneca issued him power of attorney to write for them, They would have information as to General Agent and such.

Rex, I am sure you are correct in that an insurance company would not condone this, just remembering some posts about one that has pulled very shady stuff in some states. That is why I threw this out for help. I know you are all a lot more knowledgeable about what is going on than I am so I felt I was going to the experts :wink: .

Believe me, we've got a rascal or two around here as well.

Part of this may come from the major bail bond companies, backed by various sureties, hiring people as retail bail agents who have no experience whatsoever in bail to begin with. Some of them are very good at sitting in an office and closing bails, but some don't understand the larger picture, in my opinion.

Prior to the huge bail operations, a new bail agent would have to be sponsored by an established bail agent who mentored the new person over an extended period of time. In this way, people learned the business by jumping through hoops just to get picked up and then working for the mentor for years before striking out on their own. This age old process isn't the norm as it used to be, and the result may be a rascal or two.

Here the big bail companies have "runners". The calls are screened by the office staff and/or the main bondsman and then an agent is told to run down to the jail or courthouse and post the bond. Most of the runners don't know anything about how to screen, get info or chase. They have no control and no liability. If they do this long enough they might learn how to do it alone but most don't. They are low paid and high worked and think bonding is a get rich quick scheme if they are writing for themselves. They strike out on their own and out of business very soon, usually leaving the insurance company or other bondsman that sponsored them holding the bag for the bad bonds they wrote.

I knew a couple of bondsmen that traded fees for favors and needless to say, they aren't around anymore. Most stay borderline legal, just enough that they don't have complaints filed but push the line to the limit. Unfortunately a lot of these are the bigger ones with the money to cut the rates and try to run the little guys out. It's cut-throat even between families here. Like the one that used Mr. Chapman and his theatrics to get one over on his nephew & brother in law :lol: . I don't think he quite got the publicity he wanted out of that one.

We do a lot of work for Seneca Insurance and sending the paperwork directly to them In nY will not do the trick. Their bonds are administered by a national agency, Bail USA. If you want to send me the information I will personally deliver it to the highest levels of their chain of command and to Water St. My contact information is kindley@courtservices.org

Will help if I can. It is most likley something thast they already know about and are in the process of developing a plan on. They are a VERY responsible company.

I have someone working on it that writes for them and seems to have good contacts. If it doesn't pan out, will let you know. I hate to get too many irons in the fire at one time.
