I'm pretty sure I know the answer but I would like verification from someone more knowledgeable than I am. Is there a legal way for an FRA to apprehend a person who has a bench warrant for failure to appear in court. This is not a bail warrant. The individual was released on an ROR bond. To the best of my knowledge I cannot apprehend this individual but would like to confirm it.

short answer, no.
My question would simply be... why would you even want to .... as a recovery agent (licensed I am assuming)... you work for bondsmen who hire you to recover wanted individuals they are after... LE is responsible for those wanted by the courts (who have either PR'd or ROPR... or for whatever reason... are not under bond and have FTA'd)...
Your a recovery agent... not LE.... big difference.

I've the years that I've been in this business there have been countless times I have come across someone who is not out on bail but I've still have gotten them hooked and booked...
Just because a person is not out on bail wouldn't be a game stopper. You would just have to be extremely careful. You as a recovery agent should know how to confirm that there's a warrant in the system....
Confirm the warrant, call law enforcement and tel them your situation. Let law enforcement confirm and THEY can hook&book. At the very least you still cause the arrest of someone who has warrants and needs to be locked up... And if you do it right first time, every time, the locals will know when you call, it should be an easy arrest for them....
Just remember this is MY point of view and it is NOT the only point of view. ALWAYS REMEMBER, a stupid pair of feet to let you A$$ get in trouble.

I appreciate the input. Just to elaborate on the why in this situation, an elderly friend was taken advantage of by some unscrupulous people and they haven't appeared in court. The prosecuting attorney, for reasons unknown to me, doesn't feel it would be worth their time and resources to pick them up. I was asked if I could do anything to help. I let him know it was doubtful but I would look into it. Again, thank you for the advice. I always value the input on this forum, even more so when there is some sarcasm included.

I respect Sams input... however, in your situation, you might be able to help apprehend these folks but in the overall scheme of things... ... if you have plenty of money and don't need to worry about income from your recovery business and you want to run around chasing people that are not on bond... and are doing it just to be a 'good guy'... more power to you... reputations are of course very important but believe me when I tell you this... it takes much more than a few apprehensions to impress the LE side of this industry... most cops as well as those in the management end of the judicial system... could care less about you and your reputation... I believe I have built a very good rapport with the system group in my area but even after years of working hard to instill trust and respect... they will burn me in a minute if I mess up... and frankly... it just isn't worth the effort after all is said and done... My advice is... just keep your nose clean, work within the law and don't every think you are in bed with anyone on the 'professional' side of the law... they are a fickle bunch and about all you can do is try to be legal and respectful. I personally saw a very well respected bondsman in Richmond, with over 25 years in the business... fall very fast from grace over a mistake made with a firearm that was purchased unknowingly illegally.... and he is in a 'pickle' over it as we speak... and it was very likely not his fault... but he is taking the fall on it.... and his reputation, built over many years, even if he is exonerated.. is probably in the toilet. Not trying to be cynical on this but I try and tell people exactly what I think is factual and not rose colored... Just saying.....
