Question to those of you in Cali or who work recovery in Cali:
Was the PC1299 legislation beneficial, or did it have a more of a tendency to jam up legitimate bh'ers with plenty of experience?

In my opinion 1299 was not nearly enough. The requirements are so few to promote a professional bussiness. As a Licensed Bail Agent I am required to take continuing education, ect... My personal opinion is that there sould be requirments for a license or reg for recovery persons as well. It doesnt have to be a stupid amount of requirements but mainly yearly education and training. Im sure some will disagree but hey.

IN my opinuion, 1299 costs recovery agents close to $600 to take all the classes. And the only one that had any bail info in it was the bail agent pre license course.
The PC 832 and security guard course did cover arrest by private citizens but had little to no practical educational information for recovery.
Like Mike stated, there should be an actual license and continuing education required. Bail recovery specific.
Now that would not pass because most large bail agencies and some sureties will oppose it. They like to be able to hire just anyone, train them if they wish and put them on the street with no real punishment from the state if they do something wrong, other than to prosecute them criminaly.
Anyone with comments on the bill should send them to your state representative and the CA public safety committee.

ok...I'm confused now. Can convicted felons work as BEA'S or not in Ca. now ? Looking for a simple yes or no.

No simple yes or no.
If one is licensed as a bail agent in CA and had a felony conviction in the past and still received a CA bail agent license, then yes, they can do bail recovery in CA.
If they are a convicted felon and only want to be a CA bail recovery agent, no they can not.

I do believe the DOI is rather strict on the backgrounds but still it is Ca. Run by hippies thus my sig line.  So who knows

Tony,
Am I reading this correctly, it appears that licensed private detectives from another state can arrest fugitives without being PC 1299 certified as long as they have the bondsmen’s authorization and a copy of the warrant and other associated paper work. Secondly will you DOI issue a license to a convicted felon.
