It is my understanding that no State allows the use of their seal on any badge of any kind unless specifically authorized as a state actor, like LE, or other collateral state employees. There are companies that sell these seals for badges, but if you look closely, they are not exact, like colors are different etc. I believe that this may be arguable, unless discussing the intent of the statute and it is obviously against the intent, in my opinion.
