I would imagine that Section 8 housing is a public record since it is payed for by the taxpayers. I really have no idea, call your county clerks office?

Just because someone is receiving public assistance, whether it be food stamps, section 8 housing or SS benefits, does not mean they do not have a right to privacy.
Some bail bond contracts have a disclosure clause that authorizes any govenment agency to provide you with information about their location. However, for example, social security has their own form that must be signed by the defendant in order for them to give out any info on the subject.
Check the bb contract to see if there is a disclosure clause. If so, take it with you to the Section 8 authority and see what happens.

I'll bet jory12 is right to an extent. (Deleted this sentence as Tony said it better and provided better info). I don't know what your time frame is but maybe you'll just have to send a wanted flier to Houston Apartment management companies that do Section 8 and on-site LLs. The management companies might be more concerned about a wanted person living at their properties than the on-site LLs who will just have to personally fill another vacancy. Sending the flyer to both the on-site LLs and management companies could give extra motivation for both to contact you.
Of course they could be staying at a home that's rented as Section 8 and not advertised currently. I don't have any idea about that except to see if you can get a list of all section 8 housing properties in Houston either through a commercial list broker or from the city/state. You might want to do that for the Apts as well.
I apologize if any these are bad suggestions or they're good and having your experience, you've already thought of or tried them.

In the Seattle area there is a company called the Seattle Housing Authority that builds, maintains and manages the Section 8 housing.
Its a great program and has a legitimate purpose. Housing up here can be as low as $40 a month rent, based on a sliding scale of income. Their are also rules involved and I'll bet that having a currant arrest warrant would be something that is not allowed. As the previous posters suggested, try contacting the company in charge and produce a warrant they may be allowed to discharge information based off of that.
Everything I am saying is pure speculation, I am by know means knowledgeable on the subject.

Also be aware that Section 8 housing includes private property in all kinds of neighborhoods. So it is not just apartments or projects.
Many cities allow private property owners to rent to Section 8 tenants whether it is a apartment of single family house.
Its a big win for landlords as they are guaranteed the rent and if they have decent tenants, they can make a nice profit as they usually charge market or slightly above market rents, especially for single family homes.

Having a warrant will preclude most people from being able to stay in Section 8 housing, whether public or private, If you explain to the family that you are aware of this, and don't want them to be displaced, you might find your Judas. If they don't cooperate, you may approach Social Services with your information by asking if they have field investigators. Most likely, your male subject may not be of record there and just living with a listed female occupant.
