The State of Ohio requires you to be license as a Surety Bail Bond Agent to do bail bonds and recovery work. Here is the link for the license.

As for the laws on Carrying a weapon, check with your local Sheriff's Department. Reminder for you, Do not get caught doing recovery work without being license as a Surety Bail Bond Agent or Private Investigater License. You can't even get into the jails without a agents license.
