Maybe because those that have experience and are compliant want to work for themselves. They figure the can make more money being their own boss!

I'm 1299 and 832 compliant. But I can't handle California's communism. "I can't do this or that; I can't own this or that"....yadda yadda yadda....
Why I returned to the South; God's country. Where I can still hunt n fish as I please, go where I please, swim as I please, cut firewood as I please, etc. Own whatever firearms I want without government interference.
Don't get me wrong..Cali has a lot of fun things to do and see...but it's not for me.
