‘Bounty hunter' headed to prison

March 8, 2007

One of two Klamath Falls men accused of shackling a man with the intent of taking him to Texas was sentenced Wednesday to 13 months in prison.

Kenneth Clegg, 69, pleaded no contest last month to attempted second-degree kidnapping and third-degree assault for the Feb. 10, 2006, incident.

A plea of no contest generally means the defendant concedes the state could prove the case, but doesn't admit guilt. For sentencing purposes, it's treated the same as a guilty plea.

Clegg and his son, Corby Clegg, 42, believed their victim had a warrant for his arrest in Texas. The victim, Thomas K. Reynolds, was arrested last week in Klamath County on charges of forging payroll checks throughout Oregon. Reynolds is Kenneth Clegg's stepson.

Although investigators said Reynolds has a criminal history in Texas, Oregon State Police troopers could never confirm a warrant existed for his arrest.

Kenneth Clegg said in court he believed there was a warrant.

Corby Clegg also was scheduled to be sentenced Wednesday, but had transportation problems, so Klamath Court Circuit Judge Roxanne Osborne postponed his sentencing.

Kenneth Clegg will face a 30-month prison sentence if he violates his probation after prison.

In February of last year, the men wrestled Reynolds to the ground in the garage of their Simpson Canyon Road home. They handcuffed him and restricted his feet with horse-type hobbles inside a pickup truck and headed to Texas, believing they were being bounty hunters, authorities said.

Reynolds wasn't injured, although authorities said his skin bruised because of the shackles.
