If you have to ask as they say. You will need to contact the u.s. dept. of justice O.I.A. criminal division. Fed. charges are less difficult than state. There is a lot of paperwork. there must be formal charges filed and prov. arrests etc. I have only done one in my life, and had a lot of help from a text book and it's writer in the matter.
I would make use of that informant. Get him back across the boarder and have him set up. Or get him close and make contacts with LEO's that have working arangements for such things. Or wait till he gets homesick.

Additionally to what other's are advising you, you need to go to your local DA's office and have a UFAP issued: Unlawful Flight To Avoid Prosecution. This gives the Feds thier authority to pursue him/her. It also aids in having the fugitive placed in INTERPOL- The international version of NCIC.

Once the UFAP is issued the U.S. Marshall's, DEA, CIA, etc all have a lawful right to apprehend him anywhere in the world- working with leo's of any country a fugitive may flee to.

...In addition...if the DA refuses for whatever reason to request a UFAP, you have grounds to tech of the bond because you can't be forced to break the law to uphold the law. What you are requesting is a triple sealed warrant.

Best of luck,

Scott
