Looks like they just made sure that the folks that can possess these tools are the very ones that abuse them . . . go figure |

I wish they had made a provision for BEA's to qualify with certain training, screening and regulations, as a LEO this law won't affect me but it will affect the BEA's I often work with, this law took me by surprise, I just found out about it yesterday. |

Does it effect LEO's off duty working as BEA's and not LE????? |

Good question, I'm not sure, as an elected LEO I determine what hours I work, so if I happen to be assisting some BEA's with an apprehension then I'm on duty. |
