The Bill passed the Committee in Hawaii yesterday (2/28/06) with amendments. No one appeared before the Committee to voice a dissenting opinion. The vote to pass was 8 affirmative with 0 nays and 2 excused. ADDENDUM: The Bill passed with amendments. It is my belief everyone presently engaging in bail enforcement activities in Hawaii will be able to continue in such endeavors... even anyone with a felony conviction given a ten year or more window since the last conviction(s). |

No one "appeared" as you say because it was not on the agenda for hearing, it was for vote only and during that time no public testimony is heard. (A little Governmental process 101 for ya.) The Amended Bill is available on the Hawaii Legislature web page, and has it's original entry amended to be more generalized and more appropriate, as well as amending the exclusion of all person with felony or aggravated misdemeanor convictions. It now reads to exclude only people with felony convictions in the previous 10 years. The Bill in it's entirety was never bad, it just contained some bad parts - and the powers that be evidently agreed, and have made amendments. We do not live in a black and white world - there are shades of grey that need to be considered. |
