I did search for my answer before I posted, I may have missed it but I did not see it.
my question(s):
1) Is it legal to travel into DC to recover a fugitive? (i imagine it would be, but im not exactly sure)
2) I have read that you must register pepper spray, does this also apply to BEA or people from another state passing thorough? (Again I imagine that it would apply to BEA and non dc residents, but im not 100% sure so im asking.)
and lastly, Is Body armor of any form legal in DC? I have read that in many many states it is perfectly legal provided you do are not committing a crime.
Which ties all of these questions together. If You are doing a recovery in DC (if it was illegal and you diddnt know it) plus you had pepper spray that was unregistered by DC standards aand you had body armor on, it would make for a bad night.

Here's some advice... if you have to ask those questions... and are the least bit reluctant to enter DC.... locate a reputable recovery agent in your area and let him do it... but make very sure he is reputable and don't take his word for it.... check out his credentials and his references... the area you are looking in is filled with cowboys and charlatans that will end up getting you in a world of trouble.
DC is a very questionable area and many recovery agents will not even consider going in there... first of all... you cannot be armed, second, LE is not particularly cooperative and frankly can be rather difficult... to say the least. I have used agents in that area in the past but rather than recommend anyone... I will just say that northern Virginia is filled with BEA people, just start talking to other bondsmen and see what they say about who they have used and what success they have had....
I will only offer this... if I had to go into DC for a recovery... there are probably only two... maybe three people I would want at my back... and frankly... I would probably be behind them.... whoever you choose better know what they are doing... steer clear of the "macho... billy bad azz" types.... the good ones will not come on strong as you see on TV.... trust me.
DC is a tough nut to crack... good luck.

We met little resistance with DC police, but they were under the impression that we (VA licensed Bail Enforcement agents) had no arrest powers. They assumed we would knock on the dor and they would arrest the guy, and turn him over to us so we could take him to VA. They were unwilling to help, but they did point us in the right direction and instructed us to call Warrant Services.

Attempting to do recovery work in The District of Columbia is a non starter, Bail Enforcement Agents are not welcome in the city. The powers that be do not even want city bondsman during recovery work. MPDC policy requires all warrant issues or inquires go though the MPDC Warrant/Fugitive Unit.
MPDC policy also forbids members from assisting you in any type of apprehension, it further requires members to ensure that a warrant has been issued and listed in NCIC and if so MPDC will take custody of the fugitive and present him to the court as a fugitive from justice, if the fugitive does not waive his right to a hearing the court may release the fugitive and set a hearing within thirty days and the demanding state will have to present evidence as to why he should be released to its custody. If you get caught trying to remove a fugitive from The District of Columbia you will charged with Kidnapping.
I sure that there are several people that will tell you that you can do it if you know some LEO or that they know somebody. Let me just say first hand that I have arrested several BEA/Bondsman for Kidnapping, CPWL, and other related charges after they were told to leave the city and still attempted to arrest a fugitive.

I don't understand why you would ask for advice about a jailable action, then do it anyway.
