Harboring a fugitive

Hello fellow FRA's

How do you deal withsome you know is hiding out a fugitive, not in her house, but, knows where he at.

Or harboring in general.

Any war stories????

It would be hard to to advise you on this person as we don't know the full story, is this person a party to the bond(Co-Signer) if so one can apply a bit more pressure. If this person is a third party with nothing to do with the bond my advise would be to tread real softly as they do not have to give up any information to you. I have come to find that if there is a woman involved it would be in your best interest to have another woman gain their confidence, This may take awhile but i have used my long-time girlfriend to help us out may times. Allot has to do with the way you present yourself to if someone will give up any information on a subject.
I have found allot of times a girlfriend is the hardest person to extract information from.

David is correct on using a female. I have my wife do all of the phone calling no matter if it is a female or a male we are trying to get information from. She knows the game extremely well and can play it what ever way it needs to be played.

Also when you get to the point where nice has not worked, we try to work up the emotions a notch so that maybe they will make a phone call after we depart. Then you can run the phone number to see which numbers they called after you left or called them. This of course costs a little bit of money but works very well.

Yes, she the co-signer. And she was calling someone after we left. But, had no way to trace the number. Any equipment suggestions??

Along with the excellent advice you have recieved so far, I will now add my 2cents worth:

1) Co-Signer's: In my area, co-signer's are held legally liable for the full amount of the bond, plus court costs, and my recovery fees. All of this is covered in the Bail Bond Contract.

Best Friend Tactic: is to dress business casual; a polo style shirt with my company logo on it (not the fra/bounty hunter crap), a nice pair of dress slacks, and polished wing tip shoes. Normally I leave the weapon in the vehicle...you are not going to shoot them, so why take it into an interview type situation ?

Then I speak softly, remain casual, friendly, supportive, and understanding. Trying to gain thier trust and cooperation. I explain to them that I am now working for them..which is true...I am trying to resolve the bond issue by returning the client to the bondsman..not the jail...I explain that I am trying to save both them and the bondsman money...money which they are eventually responsible for...that the bondsman will sue them, put liens on thier property, vehicles, garnish thier wages, etc...all of this we can do legally here. So basically I employ the "I am your new best friend" routine, and that I am working for them to save them money. Yes, this really does work for me, here.

Stepping up the Pressure: If this fails, or doesn't seem to be working, then I employ "You will go to Jail if you don't help" routine. Basically, in our state, there are 3 charges I can place against unwilling people who refuse to cooperate: A) felony Obstruction of Justice B) Felony Aiding and abetting C)Felony Harbouring of a fugitive. This tactic has yielded me several fugitives, esp if the co-signer is a family member, another family member will give them up to keep the co-signer from going to jail.

Public Humiliation routine: I also carry "wanted" flyers with me of the fugitive. I advise the family that I will be plastering thier community with these posters, advertising that thier son or dtr, etc is a criminal. This also works, especially if the fugitive is from a prominent family. Now, be careful with these, in some states they are illegal. I also tell them that I will be placing the flyers in local weekly newsletters, magazines, etc..so the whole area will know about the situation.

The whole key here is to garner thier cooperation : Either by friendly persuasion or by intimidation..either way, you clear your case.

Equipment:

1) Yes, you can capture some airwaves with older model police scanners. If you can find a pre-1993 scanner, and the subject speaks on an older model cordless phone or cell phone, you can possibly capture the conversation from your vehicle as long as you stay within app 900' of the transmission. Now, check your local laws, as electronic eavesdropping is illegal in most states without the party's consent.

2) Current LEO/Military Scanners: If you have buddies in either organization, or if you can find one on E-bay, then you can capture conversations from newer phones. Again, this is probably illegal in most states.

3) Diasonic, voice activated Digital Recorders: These little babies are great ! they are ultra slim, batteries last up to 10 hrs, and certain models are computer compatible for easy downloading. You can carry these with you, already pre-set, with velcro on it, and while in the target's house, covertly deploy it near the phone. The next day return for a second interview, while doing so, covertly retrieve your recorder and see what you have captured.

One other Tactic:

Co-signer's phone: Ask to borrow the co-signer's phone..say your cell phone has no service...covertly or discreetly check the last number called, or the call memory screens and notate any number that you think might be the fugitive's. I have done this a few times as well..esp if there is a phone in the bathroom. Yes, I have asked to use co-signer's facilites as an excuse to discreetly and quickly eyeball or look around the house.

My mentor, a few years back, was chasing a fugitive from a very prominent family here locally. It just so happened that it was during the winter holiday season. The mother was the co-signer and she was refusing to surrender her son. So my mentor visited her a couple of times with no results...except on his last visit he learned that the co-signer was preparing a really large Christmas party with several local notables.

Guess what ?....

Yep, he showed up at peak time, with basically a swat team all in black with weapons, surrounded the estate, busted in on the party, and exclaimed loudly what he was there for, and that the hostess was behaving in a criminal manner. He also informed the hostess that this action would be repeated until she surrendered the fugitive.

Guess Again ?...

She gave her son up.

Gee, gotta love this job...lol

A suggestion for those of you using scanners or modifying them to open up frequency coverages, usually MARS/FREEBAND.

Get your self an Amatuer Radio License.

If you have one of these you are permitted to carry a scanner or mobile/portable hf/vhf/uhf radio.

Without such a license, most states consider it a misdemeanor no matter what you are doing if you are not licensed by the FCC to have either on your person or in your vehicle.
