Then take your information to the proper authorities. If you think you are going to get them to respond to you, best of luck. To the point of your question: You have no authority to put your hands on anyone in the form of an arrest or re-arrest. Take your investigative results to the authorities and see if they feel there is any validity.
My response to you was not a joke, we get all kinds in here and you have not been responsive to a signature line request.

with all due respect, I dont think the government can really even do anything, as the guy is living in the Philippines, which is why I wanted to lure him to the states, which is why I became interested in doing something like this to begin with. I also dont really understand what a signature line request is.
