Take off your "Bounty Hunter Hat" and put on your Chauffeur Hat.

When you locate your "passenger" let him know the Bondsman was kind enough to provide him a free ride back home so can sort out his missed court appearance, it's time to go and he can enjoy some coffee cigarettes and his choice of music for an enjoyable ride. Plus, a new Bond can certainly be arranged to facilitate a smooth court appearance and subsequent release.

Remember, your there as a Chauffeur, not in an enforcement capacity so it's all about persuasion, not force or coercion. Once you cross the state line you may have other options, but why not keep it "voluntary" if you can.

This usually works better with low level offenders facing charges where the county won't extradite. Serious offenders with more serious charges that are extraditable are a different story, in that case you discreetly locate them and call law enforcement to make the arrest.

Contact Dave Martz, he may have local contacts. Each state. Has statutes that govern this, and may require presenting before a judge and request that a local warrant be issued. Then the judge will direct the Sheriff to lock this person up on their warrant and formal extradition begins. You must have the level of extradition increased to cover Illinois first. You may have to provide your local States Attorney with a letter agreeing to pay the cost of extradition. When the subject is apprehended, ask the SA to authorize your transporting of the fugitive. Dress professionally and the response may go your way.

Scott is correct. Things like this seem complicated, but they are really only additional steps.
I picked up a bail skip out of Delaware ( he was in Indiana ). His warrant ( delaware calls a capias) had a 200 mile radius on it. We simply had the DE agent ask the court to put an 800 mile radius on it. Another agent and I asked local LE for assistance and they gladly agreed to help and instead of transporting him ourselves, the local LE took him into custody and the formal extradition was started. Everyone ( but the skip) was a winner.
